Chapter One: Introduction

1.1 Background of the Study

Youth unemployment is a critical issue in many parts of Nigeria, and local governments have a significant role to play in addressing this challenge. In Gombe South Local Government Area (LGA), Gombe State, local government policies aimed at fostering youth skill acquisition are integral to creating opportunities for young people and enhancing their employability. Through initiatives such as vocational training programs, entrepreneurship support, and skills development centers, Gombe South LGA has attempted to address the growing demand for skilled labor in both the public and private sectors (Shehu & Ibrahim, 2024). However, there are varying levels of success in these efforts, with some policies achieving more significant outcomes than others. This study will explore the effectiveness of local government policies in promoting youth skill acquisition in Gombe South LGA, identifying the impact of these policies on the economic empowerment of young people in the region.

1.2 Statement of the Problem

Despite efforts by Gombe South LGA to implement policies designed to enhance youth skill acquisition, challenges such as inadequate funding, lack of proper infrastructure, and limited access to training programs persist. Additionally, there is a concern that many youth may not be receiving training that matches the demands of the job market. This study aims to evaluate the effectiveness of local government policies in promoting skill acquisition among youth in Gombe South LGA and to explore the challenges hindering the full impact of these policies.

1.3 Objectives of the Study

  1. To assess the impact of local government policies on youth skill acquisition in Gombe South LGA.

  2. To evaluate the effectiveness of vocational training programs and entrepreneurship initiatives in Gombe South LGA.

  3. To identify the challenges facing the implementation of youth skill acquisition policies in Gombe South LGA.

1.4 Research Questions

  1. How effective have local government policies been in enhancing youth skill acquisition in Gombe South LGA?

  2. What is the impact of vocational training programs on youth employment prospects in Gombe South LGA?

  3. What challenges hinder the successful implementation of youth skill acquisition policies in Gombe South LGA?

1.5 Research Hypothesis

  1. Local government policies have a positive effect on the acquisition of skills by youth in Gombe South LGA.

  2. The vocational training programs implemented by Gombe South LGA have significantly improved the employability of youth.

  3. The challenges of inadequate funding and limited infrastructure hinder the success of youth skill acquisition programs in Gombe South LGA.

1.6 Significance of the Study

This study is significant because it will provide insight into the effectiveness of local government policies in addressing youth unemployment in Gombe South LGA. The findings will help local government authorities and policymakers improve the design and implementation of skill acquisition programs, thereby promoting youth empowerment and reducing unemployment in the region. The study also contributes to the broader discourse on the role of local governments in youth development and economic empowerment.

1.7 Scope and Limitations of the Study

The study will focus on local government policies in Gombe South LGA and their impact on youth skill acquisition. Limitations include potential difficulties in accessing accurate data on the outcomes of vocational training programs and the challenge of obtaining responses from youth who may not have participated in local government programs.

1.8 Operational Definition of Terms

  • Youth Skill Acquisition: The process of learning technical or vocational skills that enhance employability and entrepreneurship opportunities for young people.

  • Vocational Training: Educational programs designed to equip individuals with practical skills in specific trades or professions, often targeted at improving employment prospects.

  • Entrepreneurship Initiatives: Programs that support young people in starting and managing their own businesses, including access to resources, mentorship, and training.
